Dear Mr. Randolph,
Thank you for contacting me regarding the Fair Tax Act of 2011. I appreciate hearing from you on this important issue and sincerely regret the delayed response.
As you know, the Fair Tax Act of 2011 (S. 13) was introduced on January 25, 2011 by Senator Saxby Chambliss. If enacted, this legislation would repeal many taxes including the individual income tax, the corporate income tax, self-employment tax, and the estate tax and gift taxes. The legislation would also levy a 23 percent national retail sales tax as a replacement. This legislation has been referred to the Senate Finance Committee for further review.
As a member of the Senate Finance Committee, I will be working with my colleagues on tax reform legislation that will produce a fair and workable tax system. The Committee will consider a broad range of options for reform, and you should be assured that I will assess all legislative proposals carefully, and will take into consideration what is best for the people of Washington State and our nation as a whole. Our tax code has a tremendous impact on our economy. It is important that the tax system promote economic growth and innovation while raising an adequate level of revenues to enable us to meet our federal obligations without passing along unreasonable debt to our children.
In the near term, especially in this time of economic hardship, we need to ensure that we don’t increase the burden taxes place on the middle class. We need to make it easier for more Americans to save for college education, homeownership, and retirement by keeping taxes low for middle class families all across our nation.
For the long term, I believe that we need a coherent strategy based on a set of clear policy principles. The tax code, with all its special rules and provisions that often work at cross purposes, has gotten too complex for even sophisticated taxpayers – and for the average family or small business, it can be a nightmare. I share the frustrations of average taxpayers who believe the rules work against them. We need to reexamine the tax rules, and establish priorities for spending through the tax code. Good tax policy has to be about more than just tax rates, and it has to be about more than just rich versus poor.
Everyone has to contribute their fair share, but fairness means that all taxpayers must be equally able to navigate the complexity of the code. Along with leveling the playing field, we have to make sure taxes don’t cripple our working families and businesses.
Congress can get a lot done if we set down clear principles and implement them in an open and transparent way. I am committed to working with my colleagues in the Senate and with the administration to undertake fair and sensible reform of the tax code. Please be assured that I will keep your comments in mind as I work on these important issues.
